It depends on what kind of templates you are looking for. If you are looking for premium level type of themes, definitely this is not what you want. I wonder if there ever have such a WordPress Theme Maker now.
However this WordPress Template Maker does come in handy for quick template creation. Or even a mock up of a more complicated theme. Do post some links here if you have better ones to share.
